Was reading patch notes (Happy Patch Day, btw) and I saw this little gem under the Hunter section:
[•The Beast Within: The duration of this talent has been reduced to 10 seconds. In addition, hunters with this talent will do 10% additional damage at all times.]
Beast Master hunters getting 10% MORE damage AT ALL TIMES?! Just what Nofirg needed - a DPS boost (and yes, I know he's not a BM hunter, I'm just messin' with him).

The Beastial wrath thing isn't a buff, so to say - sure, it increases PVE effectiveness with a build that's behind by ~1500 DPS from it's MM & Survival counterparts... in terms of PvP, it's a huge nerf, apparently Blizzard thinks that the Beastcleave 3v3 set-up (Holy Paladin, Enhancement Shaman & Beast Mastery Huntard) is hax, because it beats Rogue/Mage/Priest setups. The Volley buff is probably intended to counter-act the ArP nerf, and coax hunters into stacking AP/AGI instead, and buff their somewhat weak AoE (They certainly aren't doing 9-12k AoE DPS like those unholy DK's & FoKing rogues.)
